The parts that fail are the same ones, mostly floats and check valves and tired motors, but the consequences diverge. A crawlspace pit is out of sight and generally out of earshot, so a dead pump goes unnoticed for weeks while framing and insulation sit in standing water. A basement up around Wilmington or Newark announces a failure far sooner.
Nothing good, if the power is off. A seasonal house in Bethany or on Chincoteague can lose a breaker during a December storm and nobody knows until April, and by then the crawlspace has held water for months. Owners closing a house for the season generally leave the pump circuit live and arrange for someone to check it after big storms.
